Kerala Chief Minister Ommen Chandy has demanded that states should be given more freedom to use funds allocated for implementing centrally sponsored schemes.Inaugurating the state's first district level Planning Committee Secretariat in Kochi today, Chandy said central schemes can be more effectively implemented if regional aspirations and realities are also taken into account.He said the state government will project this demand at the National Development Council Meeting convened by the Prime Minister on the 22nd of this month at New Delhi.The Chief Minister noted that while retaining the positive aspects of central schemes like the Mahatma Gandhi National Rural Employment Guarantee scheme, necessary changes should be brought in to improve productivity. Later, speaking to media persons, Chandy dismissed the opposition charge that former Minister Balakrishna Pillai, who is undergoing imprisonment, spoke to him over phone.
