The Kerala Chief Minister V S Achuthanandan today admitted that there were shortfalls in the implementation of the Central Lottery Rules by the state government, but added that it will take all possible steps to control lottery mafia in the state.Addressing a Meet the Press programme organised by the Ernakulam Press Club in Kochi today, Mr Achuthanandan demanded that states should be given more powers to control the sale of lotteries. He said the government is toying with the idea of finding a new promoter for the Smart City Project in Kochi. The Chief Minister claimed that the results of the forthcoming local body polls will lead to thedisintegration of the United Democratic Front in the state.
