Normal life is disrupted in Karnataka due to the day-long bandh called by the ruling BJP today to protest Governor H R Bhardwaj's sanction for prosecuting Chief Minister B S Yeddyurappa in alleged land scams.Majority of shops and business establishments across the state remain closed while schools, including government-run ones, declared a holiday as a precautionary measure.Transport authorities maintained skeletal bus services in the Capital city, causing hardship to commuters.The Governor has directed DGP Ajai Kumar Singh to take all security measures to ensure that there is no trouble during the bandh and to deal firmly with anti-social elements.City Police Commissioner Shankar Bidri has promulgated two-day prohibitory orders from today. The DGP said elaborate security arrangements have been made and additional forces have been deployed in sensitive areas. According to the police, no untoward incident has been reported so far.Meanwhile, the Centre snubbed the Karnataka Government for the poor and order situation in the state. Taking note of the developments in Karnataka, Home Minister P Chidambarm has asked Home Secretary G K Pillai to speak to the Chief Secretary and the Director General of Police in the state in this regard.Expressing disappointment that the BJP has taken to the streets, the Home Minister said that was totally unacceptable. He hoped that the BJP would advise its state units to abide by law and the Karnataka government to discharge its Constitutional obligation.Setting out the Constituional and legal position, Chidambaram said, this was not the first time that a Governor had given sanction to prosecute a Chief Minister or Minister. Law in this regard is clear and well settled, he said.He drew the attention of the BJP to the observation by the Lok Ayukta of Karnataka Justice Santosh Hegde that the Governor had the jurisdiction to grant sanction for prosecution. Quoting from a judgement of an earlier case, the Home Minister said that the then Governor of Madhya Pradesh had overruled the advice of the Cabinet and granted sanction to prosecute two Ministers and the Supreme Court had upheld the Governor's order. He also said that BJP knows that any person aggrieved by the order of the Governor, can seek legal remedies.
