The Japanese Prime Minister Naoto Kan and his Chinese counterpart Wen Jiabao has spoken of the need to improve ties during a brief meeting on the sidelines of a summit in Europe. This is their first meeting since a heated diplomatic row erupted last month after Japan arrested the crew of a Chinese fishing boat in disputed waters. The crew were later released. China said the leaders have agreed to strengthen non-governmental exchanges and hold high level talks at an appropriate time.
