In Jammu and Kashmir, the report of the Working Group on Centre – State Relationship has called for restoration of autonomy to Jammu and Kashmir to the extent possible with reference to Kashmir Accord.

The report has also recommended doing away with the Constitutional provision of appointment of Governor by the centre and invoking Article 356 by the Centre to dismiss popular Government in the State. The report was submitted to the Chief Minister Omar Abdullah in Jammu yesterday. The Working Group headed by Justice S. Saghir Ahmad, former Chief Justice of J&K High Court and former Judge of the Supreme Court of India also recommended to the Government to settle the issue once and for all on whether to make Article 370 of the Constitution a permanent feature or abrogate it. The article grants special status to the State.

Justice Saghir Ahmed in his recommendations has left the issue of withdrawal of Armed Forces Special Powers Act(AFSPA) from the state to a Committee comprising officers of central and state Governments and people’s representatives.
