Lieutenant Governor of Jammu and Kashmir Girish Chandra Murmu has said that all rights, responsibilities and powers will be given to the newly elected Block Development Councils, BDCs. He said the Government officers will be sensitized on working with the elected representatives. He was addressing a two-day training programme for the Chairpersons of the BDCs in Jammu yesterday. Mr Murmu said the District Planning and Development Boards (DPDBs) will be constituted after elections to Zila Parishads in due course of time.<br />'' <br />''  This will complete the three-tier of Panchayati Raj System for the first time in Jammu and Kashmir.<br />'' <br />'' The Lieutenant Governor reiterated the Government's commitment to effectively implementing the 73rd Amendment for empowering Panchayati Raj Institutions (PRIs) that will further strengthen the democratic set up at the grass-roots level. He further informed that the remuneration and protocol of the Chairpersons of BDCs has been fixed at what is the best in the country.  <br />'' <br />''<br />''Speaking on the occasion, Chief Secretary, BVR Subrahmanyam, informed that funds, functions and functionaries of maximum departments shall remain under the supervision of Panchayati Raj Institutions. He further informed that around 2,000 accountants shall be recruited soon for the elected Panchayats across J&K.<br />
