<span style="color: #222222;">Jammu and Kashmir Administration has issued Standard Operating Procedures (SOP) for regulating the movement of stranded migrant workers, students and others to and from outside the Union Territory with a view to facilitate the return of J&K residents and others stranded in different parts of the country.<br />'' <br />'' AIR Correspondent reports that in an order, the Administration has categorically clarified that inward and outward movements will be undertaken only with the prior permission of the Nodal Officer of Jammu and Kashmir or those designated by him. Any person arriving at the border without permission of the Nodal Officer of J&K will be put under administrative quarantine for 21 days at Lakhanpur and no one will be allowed to enter without permission. Besides, no one from Red Zones, districts or hot-spot will be allowed to enter without the prior permission.<br />'' <br />'' Meanwhile, Adviser to the Lieutenant Governor K K Sharma and Chief Secretary B V R Subrahmanyam today visited Lakhanpur and took stock of preparations and arrangements being made by Kathua District Administration for regulated movement of people stranded at different places due to lockdown.<br />'' <br />'' The Adviser said that the performance of J&K in fighting COVID-19 has been satisfactory, till now with enhanced efforts. He said that with persistent zeal we can break the chain of transmission and make J&K Corona-free. The Chief Secretary, while spelling out the initiatives undertaken by the Administration, said that 30,000 to 40,000 people of J&K are stranded outside the UT due to lockdown.<br />'' <br />''AIR Correspondent reports that thousands of stranded residents of J&K have been evacuated and amplified efforts are on to rescue more people so that they can be brought back to their home as soon as possible. In Lakhanpur, 3,000 people can come at a time and 100 buses can ferry these people to their respective districts, but now onwards 100 per cent Corona testing is mandatory for all incoming travelers by taking their blood sample result of which will be available within 24 hours.  The Chief Secretary said that HP and Punjab are nearer to J&K, that's why the people stranded there were evicted first, but there is no reason to worry for those people who are stranded at other far off places as a system has been put in place for evacuation. For students, the CS divulged that, they flagged their location using different online platforms and the UT Administration formed several groups to facilitate their regulated movement into J&K. The Adviser and CS also inspected the quarantine centre at Lakhanpur and Billawar and inspected the facilties being provided there.</span><br />
