Union Home Minister P Chidambaram said, Jammu and Kashmir government is working on the draft surrender policy relating to return of Kashmiri militants who had crossed over to Pak-occupied Kashmir, PoK. Talking to reporters after the Unified Command meeting in Jammu, he said, the scheme has to be worked out and he will request the state government to give the draft as early as possible. Mr Chidambaram added that he has identified some points which have to be factored in like identification, screening, facilitating travel back to Jammu and Kashmir, de-briefing and rehabilitation. The Home Minister said, the idea is to facilitate youth who have crossed over to PoK to return to the state and be united with their families if they shun militancy.<br/><br/>When asked about threat to international players for coming to India and taking part in IPL and Commonwealth Games, Mr. Chidambaram said that India cannot be dictated by HuJI and al-Qaeda and will not be deterred by threats of their leader Iliyas Kashmiri. He said, the Centre will provide full protection to every player, coach and official who participates in the forthcoming hockey, cricket or any other sport in the Commonwealth Games.
