J&K Finance Minister presents budget in assembly

Finance Minister Mr. Abdul Rahim Rather on Monday presented the Budget for the Year 2011-12 in Legislative Assembly on Monday. The main features of the Budget is launch of a scheme for Girl Child with a view to promote female literacy and arrest drop out rate of girl students. The scheme has been named ‘Anmol Beti Scheme’. Under the scheme, an amount of 5,000 rupees will be deposited in the name of every girl belonging to the families living below poverty line who passes 10th class and intends to continue her education. The amount can be withdrawn by the girl after passing 12th class. The scheme will be initially implemented in 97 identified educationally backward blocks of the State. The Finance Minister also announced setting up of ‘ Bijli Adalats’ ( Electricity Courts) for the redressal of grievances of the consumers on account of excess electricity bills.The Finance Minister also announced launch of a new scheme in the name of ‘Saakshar Bharat Mission’ . Under the Mission all the 20 districts which had literacy percentage of below 50% as per census of 2001 will be covered. The Finance Minister proposed continuing exempting atta, maida, suji, besan, paddy, rice etc from levy of VAT for another one year and proposed VAT exemption on food grains for another one year besides exempting pesticides, insecticides and weedicides from VAT and exempting milch animals and animal and poultry feed from Toll. Mr. Rather also announced grant of total exemption on the sale of Havan Samagri from the levy of VAT which presently attracts VAT at the rate of 13.5 %. He also announced raising the wages of Daily Wagers from present 110 rupees to 125 rupees per day.
