J&K assembly passes controversial bill seeking ban on inter district recruitment amid uproar

A controversial bill seeking ban on inter-district recruitment in Jammu and Kashmir was today passed by voice vote amid noisy scenes in the Legislative Assembly. <br/><br/>The Bill, which was passed after an amendment, restricts applicants from applying for government jobs in districts other than their native ones. <br/><br/>However, the bill was amended to keep eight per cent jobs reserved for Scheduled Castes. Unlike other categories, the SC candidates would be eligible to apply for district cadre jobs across the state. <br/><br/>Immediately after the House assembled this morning, Law and Parliamentary Affairs Minister Ali Mohammad Sagar moved an amendment to the Bill as sought by Jammu and Kashmir National Panthers Party (JKNPP) member Harshdev Singh and Congress legislator Ashok Kumar.<br/><br/>The main Opposition People’s Democratic Party (PDP) members were against amendment in the proposed Bill as they wanted blanket ban on the inter-district recruitment. <br/><br/>When former Deputy Chief Minister Muzaffer Hussain Beig wanted to raise the issue the Speaker did not allow him to speak which led to total chaos as all the PDP members created pandemonium and moved towards Well of the House. <br/><br/>Assembly Watch and Ward staff had a tough time to prevent the PDP members from advancing towards Speaker and in the process they uprooted benches ,chairs and mikes. <br/><br/>Finding House in chaos, Speaker Mohammad Akbar Lone put the Bill to a voice vote which was passed with National Conference and Congress members saying "yes" in favour of the Bill. <br/><br/>Meanwhile, reports have come from border districts of Rajouri, Poonch and Doda that Gujjar and Paharis held protest demonstrations against the passage of the inter-district bill who also burnt effigies of the coalition government.
