Japan's Parliament has passed a bill outlining reconstruction in quake and tsunami-hit areas. This paves the way for the setting up of a new government agency to oversee the rebuilding of northeastern Japan. Prime Minister Naoto Kan-led Democratic Party of Japan was supported by opposition parties for the passage of the Act. The Basic Act on Reconstruction consists of three main areas – the establishment of a Reconstruction Agency, setting special reconstruction zones and issuing bonds for reconstruction and revitalisation.
