Operators of Japan's Fukushima nuclear plant say they have drawn up new plans for shutting down the facility following evidence of core meltdowns at as many as three of its six reactors. The Tokyo Electric Power Company is to announce the plan today. At the same time, the Japanese government is to announce new programmes to help tens of thousands of people displaced by the nuclear crisis.
