Italy's Prime Minister Silvion Berlusconi has called for a new strategy in Afghanistan so that foreign troops can leave, as the killing of six Italians stepped up pressure on his government. Mr. Berlusconi said this in Rome as Italy ordered national tributes to the six soldiers killed in a suicide bomb attack in Kabul on Thursday. Mr. Berlusconi said before an EU summit in Brussels Thursday that more responsibility must be taken up by the Afghan government. He said there must be a programme which strengthens the capacity of the Karzai government to guarantee security in the country and at the same time allows allied troops to reduce their numbers. A leader of a key member of the ruling coalition has demanded that Italy's 3,250 troops be withdrawn from Afghanistan before the end of the year.
