Minister of State for Home Kiren Rijiju today said that it is the primary responsibility of the state governments to prevent, detect, register and investigate crimes and prosecute criminals through their law enforcement agencies. <br/><br/>He was making a statement in the Rajya Sabha in response to a Calling Attention Motion on repeated incidents of violence against cattle traders in various parts of the country. <br/><br/>Mr Rijiju said the Central police forces are made available to states to maintain law and order as and when required. The Minister said several instances of cow and beef transport related issues have been recorded in different states in 2015 and 2016.<br/><br/>He further said that 13 instances had turned into Hindu-Muslim communal incidents in 2015 and eight in 2016. Initiating the discussion, Tapan Kumar Sen of the CPIM said the incidents of attack on cattle traders of minority community are aimed at narrow political gains. <br/><br/>He said such incidents create anarchy in the society and divide people on communal lines. D Raja of the CPI said maintenance of communal harmony of the country of the Central government and it cannot escape it. Ghulam Rasool Balyawi of the JD(U) demanded a visit by a Joint Parliamentary Committee to Latehar in Jharkhand to take stock of the situation. In March this year, two cattle traders belonging to minority community were found dead which had caused C Verma tension in the area.
