Israeli leaders are reported to be discussing the possibility of a new settlement freeze in the West Bank to help restart peace talks with the Palestinians. An unidentified diplomatic source says Prime Minister Benjamin Netanyahu has shown Cabinet ministers a U.S. plan offering incentives for Israel to reinstate a moratorium on settlement building for 90 days. Israeli-Palestinian peace talks, renewed under U.S. sponsorship on September 2, broke down a few weeks later when Israel let a moratorium on settlement building expire. But Mr. Netanyahu received U.S. assurances on Israeli security concerns when he met with U.S. Secretary of State Hillary Clinton in New York on Thursday.
