Bill Members of the Iraqi parliament are meeting today in a last minute attempt to pass the election bill which will pave the way for parliamentary elections due in January. Mediation attempts by the United States and the United Nations have failed to break the deadlock. The deadlock centres around two crucial issues. The first is the format of the ballot paper and whether the voters would get to see a full list of candidates. The second is the question of Kirkuk, the oil rich city which is home to three ethnic groups, the Arabs, Turkmen and Kurds. There are disputes over the distribution of seats and the accuracy of the electoral roll. If MPs can not agree on a law today, the United Nations says it can not guarantee to endorse the polls.
