In Libya, International forces have launched new air strikes near rebel-held western city of Misrata. According to reports, air strikes twice hit the airbase where Gaddafi's brigades are based. U.S. Rear Admiral Gerard Hueber says the coalition is now directing its firepower against Mr. Gadhafi's ground forces. NATO warships have begun patrolling Libya's coast to enforce an arms embargo against Gaddafi, but fresh efforts to give the alliance command of the military operations has collapsed. After days of debate, ambassadors of the 28-nation alliance failed again to agree on whether NATO should take charge of an operation that has been run by a US-led coalition. France's insistence on placing political control of the no-fly zone in the hands of a committee of coalition nations, while giving NATO a subsidiary role, has posed problems for some countries.
