Prime Minister Dr. Manmohan Singh today reiterated that India wants to resolve all outstanding issues including the issue of Jammu and Kashmir with Pakistan through friendly dialogue and constructive and purposeful negotiations. Addressing 3rd Convocation of Sher-e-Kashmir University of Agriculture Sciences and Technology (SKUAST), at ZorawarSingh Auditorium, Jammu today, the Prime Minister said that despite problems with Pakistan, India decided to resume dialogue process with that country. However, he said that the activities of extremist groups in Pakistan is a matter of concern for India and once again urged Pakistan to bring the culprits of Mumbai carnage to book. Dr. Singh urged Pakistan to take strong and resolute action against these groups. He said this will be in the interest of Pakistan, the sub-continent and the world at large.On Jammu and Kashmir, the Prime Minister said that we are willing to discuss all the issues that have a bearing on the peace, dignity and well being of the people of Jammu and Kashmir State. Saying that there are genuine political, social and emotional grievances of the people of Jammu and Kashmir, Dr. Manmohan Singh said that the Union Government is trying honestly to address these issues> The Prime Minsiter added the visit of All party delegation to the State last year was intended to bring about a national consensus on some of the important problems of the State. However, the Prime Minister said that sustained dialogue is the only way to find solution of all problems under a constitutional framework.Talking on Rangrajan Committee which submitted its jobs plan for the J&K State, Dr. Singh said that the plan envisages reaching out to nearly 1.5 lakh youth over a period of three to five years adding this would be done through two-pronged strategy. He said the Government of India proposes to begin implementing some of the recommendations immediately and in this connection the agriculture sector which has got a huge employment potential would be give priority.Dr.Manmohan Singh said that centre will not spare any efforts to develop the agriculture sector in Jammu and kashmir which is not in good shape. Referring to the low productivity and agronomical challenges, he said, areas specific strategies will be devised to enhance the farm output. Referring to the unique products like R S Pura basmati rice and Kishtwari saffron, Dr.Singh said credit access to the farmers must be speeded up as over 70 per cent of the people in the state depends on agriculture. He said the centre has already allocated 370 crore rupees for revival of saffron besides allocating 68 crore rupees to develop infrastructure facilities. He also announced a grant of 32 crore rupees for Sher-e-Kashmir Agriculture University.
