India says, no state can escape responsibility of terrorism

New Delhi has made it clear that no country can escape its responsibility for terrorist activities emanating from its soil by blaming non-state actors. Home Minister Chidambaram said as long as the territory of a country is used by non-state actors to prepare for terror attacks, that country owes a legal and moral responsibility to its neighbours and to the world to suppress these elements and bring them to justice. He was addressing the 4th meeting of the SAARC Interior and Home Ministers at Thimpu , Bhutan on Saturday. In a veiled attack on Pakistan, Chidambaram said, terrorism in the region flourishes because they get supports from State and Non-State actors. Describing the South Asian region as the most troubled and vulnerable region in the world, he said the distinction between state actors and non-state actors is misplaced. It was intended to misdirect efforts to deal with terrorist groups at the very source like recruitment centers, training camps and their safe havens and sanctuaries. He said terrorism is the biggest challenge in South Asia, and the menace can be best tackled through effective cooperation among the SAARC nations. He emphasised on the need for examining the present mechanisms for countering terrorism, drug trafficking, trafficking in human beings, arms smuggling and counterfeiting, including organised production and distribution of fake Indian currency notes. Earlier, inaugurating the meeting on Saturday morning, Prime Minister of Bhutan Jigme Y. Thinley said that the spirit of understanding, trust and collaboration is growing among the member countries. He said every SAARC activity is important and Bhutan has had the honor and satisfaction of hosting several during the past one year. Home and Interior Ministers from the member states of India, Pakistan, Afghanistan, Maldives , Bangladesh, Bhutan, Maldives , Pakistan, and Sri Lanka are attending the meeting
