India has recommended that national action plans on climate change could be included in the National Communication to the UN Framework Convention on Climate Change for which there is already provision under the Convention agreement. There is growing support and receptivity to the idea that Voluntary National actions being undertaken by developing countries for mitigation of green house gases and adaptation of energy efficiency measures could be reflected in a Copenhagen agreement. <br/>Briefing media persons in Pittsburgh the Prime Minister’s Special envoy, Mr Shyam Saran said that although the focus of the G-20 is on the global financial crisis a strong political message that the G-20 leaders are committed to a comprehensive, balanced and equitable outcome at Copenhagen would have a favourable impact. Although the G-20 is not a negotiating Forum for Climate Change a strong statement is expected to provide political momentum to the deliberations under UNFCC. <br/>The Special Envoy said while India had committed that at no point the country’s emission level would exceed the emission levels of developed countries India is against any legally binding emission targets. India is also in favour of additional funding for mitigation, adaptation and also a mechanism for transfer of technology.<br/><br/><br/>
