India makes no additional commitments to Japan in CNC Agreement

India has not made any additional commitments to Japan in its Civil Nuclear Cooperation Agreement with that country.

Sources in the External Affairs Ministry said the agreement reflects commitments India made at the time of the Nuclear Suppliers Group waiver in 2008, many of which were unilateral in nature.

The Agreement between India and Japan is slightly different than the agreements signed with other countries as it compresses the developments which have taken place since 2007.

The termination clause is also in other agreements, including with the US. However the circumstances triggering a possible termination are never sharply defined.

Sources further said in view of Japan's special sensitivities , being the only nation which has suffered a nuclear attack, it was felt that their views should be accommodated in a separate Note. The Note is a record by the negotiators of their views on certain issues.

It states, on the one hand, what could be Japan's views in advance in a hypothetical situation. At the same time it also records India's position on the same issue, which is a reiteration of the September 2008 commitments.
