India, France sign seven agreements to boost civil nuclear cooperation

France today asked Pakistan to fight terrorism determinedly and applauded India's effort to normalise relations with Pakistan. France also urged Islamabad to develop and live in peace along side India. The French President Nicolas Sarkozy was replying questions from reporters after his delegation level talks with the Prime Minister Dr. Manmohan Singh. He pledged all out support to India in dealing with the menace of terrorism threatening world peace and security. He also lauded India's role in development of Afghanistan. Terming India as a strategic political partner he asserted India has not been so far given the right full place in the world fora and reiterated France's support to Indian bid for permanent membership of the UN Security Council. The Prime Minister Dr. Manmohan Singh said that the two countries have decided to enhance cooperation in Defence sector. Paris has agreed to provide technical expertise for modernizing Defence sector in India. In reply to a question on upgradation of fighter plane Mirage, he said an agreement has been reached on the issue. The Prime Minister said that the negotiations between India and France have reached an advanced stage to launch nuclear reactors in Jaitapur.He elaborated that with the latest agreement on the project with France its capacity will go up to 10 thousand megawat. Dr. Singh said that the two countries have decided to enhance investment in education and culture and research and development areas. Dr. Singh said that India will open soon a cultural centre in Paris. He added that India and France set a trade target 12 billion euros by 2012. He added that France will open a centre of excellence at IIT Rajasthan. Giving details of the discussions Dr. Singh said that the two sides discussed the important issues of terrorism and climate change. French President also asserted that the UNSC seat for India is a matter of importance for equilibrium in the world. He eleborated that one billion people can not be excluded from settlement of world issues. He added that he had supported the idea of India becoming member of all nuclear fora in the world. Earlier, India and France signed seven agreements with a focus to give a big push to the bilateral civil nuclear cooperation. A pact on the general framework agreement for implementation of reactors unit at Jaitapur nuclear plant in Maharashtra was inked apart from intellectual property rights on peaceful usage of nuclear energy. The two sides also signed agreement between Department of Atomic Energy (DAE) and France's atomic energy commission CEA for cooperation in the field of nuclear science for peaceful usage of its energy. They also signed a pact of early works agreement for construction of nuclear reactors. Another pact on maintaining confidentiality of technical data for peaceful usage of nuclear energy was also inked. An MoU between Indian Space research organization, ISRO and France's Centre National D'etudes Spatiales (CNEc) was signed besides a pact on co-production of films. During his stay in National Capital Mr. Sarkozy will call on the President, Mrs. Pratibha Devisingh Patil at Rashtrapati Bhawan and will also exchange views with UPA Chiarperson Sonia Gandhi. He will also attend a reception by the French Community in Delhi. The French President will leave for Mumbai tomorrow to pay homage to the victims of 2008 terror attacks and confer french honours to senior executives of Oberoi and Taj Hotels for their extra ordinary services during the attack. Before leaving for home on same evening from Mumbai, Mr. Sarkozy will also deliver the valedictory address at the Indo French business meet which is expected to be attended by over 300 business leaders from the two countries. During their over one and half hour meeting apart from the bilateral matters, the two leaders discussed various regional and global issues of common concern. These included situation in Afgahanistan, Pakistan, Iran, Myanmar, Terrorism and climate change. The two sides agreed to work closely with each other on all these issues during India's membership of UN Security Council.
