India and France have signed a general framework agreement paving the way for construction of French nuclear reactors in the country. They have also signed four other pacts for deeper bilateral cooperation in the atomic energy sector. The agreements were signed after the delegation level between the visiting President of France Nicolas Sarkozy and the Prime Minister Dr Manmohan Singh in New Delhi on Monday. The two sides also called for enhanced operational cooperation to combat terrorism and stressed the need to expeditiously bring the perpetrators of Mumbai terror attack and other such crimes to book . Under the general framework agreement between Nuclear Power Corporation of India Limited (NPCIL) and French company AREVA nuclear power plant (NPP) units will be constructed in Jaitapur in Maharashtran. An Early Works Agreement' was also signed in this regard . The other agreements on cooperation in this sector include Protection of Confidentiality of technical Data and Information relating to Cooperation in the Peaceful Uses of Nuclear Energy and an agreement concerning intellectual property rightson the development of the peaceful uses of nuclear energy . Indian Space Research Organisation (ISRO) and the Centre National D'’tudes Spatiales (CNEc) for Cooperation also signed a pact for cooperation in the field of earth science and climatechange. The two sides also signed an agreement on film co-production. Later at a joint press conference Mr Sakozy said that Pakistan must fight terrorism in determined manner and applauded India's effort to normalise relations with Pakistan despite public opinion against it. France also urged Islamabad to develop and live in peace along side with India. He pledged all out support to India in dealing with the menace of terrorism threatening world peace and security. Describing France as one of the most important and reliable defence partners, Dr. Manmohan Singh said Paris has agreed to provide technical expertise for modernizing Defence sector in India. In reply to a question on upgradation of fighter plane Mirage, he said an agreement has been reached on the issue. He added that India and France set a trade target 12 billion Euros by 2012. With regard to cultural ties and cooperation in the education , an Indian culture centre will be set up in Paris and . France will collaborate with India for setting up a Centre of Excellence in Indian Institute of Technology. During their over one and half hour meeting apart from the bilateral matters, the two leaders discussed various regio.nal and global issues of common concern. These included situation in Afgahanistan, Pakistan, Iran, Myanmar , Terrorism and climate change. The two sides agreed to work closely with each other on all these issues including India's membership of UN Security Council.
