India and France have signed a general framework agreement paving the way for construction of French nuclear reactors in the country. They have also signed four other pacts for deeper bilateral cooperation in the atomic energy sector. The agreements were signed after the delegation level talks between the visiting President of France Nicolas Sarkozy and the Prime Minister Dr Manmohan Singh in New Delhi on Monday. The two sides also called for enhanced operational cooperation to combat terrorism and stressed the need to expeditiously bring the perpetrators of Mumbai terror attack to book .Under the general framework agreement between Nuclear Power Corporation of India Limited (NPCIL) and French company AREVA nuclear power plant (NPP) units will be constructed in Jaitapur in Maharashtran. An Early Works Agreement' was also signed in this regard.The other agreements on cooperation in this sector include Protection of Confidentiality of technical Data and Information relating to Cooperation in the Peaceful Uses of Nuclear Energy and an agreement concerning intellectual property rights on the development of the peaceful uses of nuclear energy.A pact on Cooperation in the field of earth science and climate change was also signed and an agreement on film co-production.Later at a joint press conference Mr Sakozy said that Pakistan must fight terrorism in determined manner and lauded India's effort to normalise relations with Pakistan despite public opinion against it. France also urged Islamabad to live in peace along side with India.Describing France as one of the most important and reliable defence partners, Dr. Manmohan Singh said that it has agreed to provide technical expertise for modernizing Defence sector in India. In reply to a question on upgradation of fighter plane Mirage, he said an agreement has been reached on the issue. An Indian culture centre will be set up in Paris. France will collaborate with India for setting up a Centre of Excellence in Indian Institute of Technology. During their over one and half hour meeting apart from the bilateral matters, the two leaders discussed various regional and global issues of common concern. These included situation in Afghanistan, Pakistan, Iran, Myanmar, Terrorism and climate change. India and France have set a trade target 12 billion Euros by 2012. Two agreements to enhance business ties and a Letter of Intent to encourage business and trade in the field of food processing and agriculture were also signed. France has also made a commitment to invest 10 billion Euros in India by 2012.The two sides have also laid down a road map for their future partnership not only strategic relations but their role in regional and global fora like G-20, UN Security Council and in the fight against terrorism. AIR correspondent reports, not only is the cooperation between India and France in the area of civil nuclear energy poised to grow significantly in the coming years, the two countries have chalked out an ambitious programme of cooperation at the global fora. They have decided to work towards making G20 more effective. The two countries feel that with France assuming Presidency of G20 and India's membership of security council for two years present a historic opportunity for them to step up their efforts to gather support for reforms in the UN Body. Combating terrorism jointly is also one of the core issue of their bilateral strategic cooperation. They have decided to enhance their operational cooperation to fight terrorism through exchange of information, mutual legal assistance and by speeding up of the process of extraditions requests. Both sides have also reiterated the importance of adhering to sanction against terror groups like Al-Qaida and Taliban and resolved to speed up efforts to urgently conclude comprehensive convention on international terrorism at the UN.
