<br/>India has conveyed to Australia his concerns over the safety of the Indian students there. Visiting Australian Prime Minister Kevin Rudd while accepting the responsibility for the violence, said that full force will be used on the perpetrators to bring it to an end. He, however, pointed out that no government can guarantee that no act of violence will occur. Addressing a late-night conference in New Delhi, when asked whether Australia will apologize for the repeated attacks on Indian students, Mr. Rudd said that he accepted responsibility for these incidents in conjunction with the state government. <br/>Earlier, the issue figured in talks between the two Prime Ministers. Later, in a brief statement, the Primer Minister Dr. Manmohan Singh said that he has conveyed his concerns to Mr. Rudd in this regard. <br/> Dr. Singh announced that building upon the significant expansion of bilateral relations, both sides decided to upgrade them to the level of strategic partnership.
