The Prime Minister today categorically said that New Delhi does not need any mediation in dealing with Pakistan and no offer was sought in this regard.Dr Manmohan Singh said that he has been telling the world leaders including the Saudi leadership that all problems between India and Pakistan can be resolved through meaningful bilateral dialogue if only Islamabad could be urged to have a reasonable attitude in dealing with terrorist elements that are targeting India. He, However said that for a meaningful dialogue to proceed with Pakistan, the terror machine has to be controlled by Islamabad even if non-state actors are at work. Stressing that dialogue is only the way forward, the Prime Minister said that the chances of miscalculation can only increase by not talking.Replying to a debate in the Lok Sabha today, on the Motion of Thanks on the President's Address to the joint sitting of Parliament, Dr Singh said that he does not believe the channels of communication with Pakistan should break down. He said the decision to resume talks at the foreign secretary level was not a sudden decision but a calculated one after weighing all the costs and benefits. He said India's policy towards Pakistan is consistent, cautious and realistic.Asserting that the fundamental matters of national security and foreign policy were based on supreme national interest, the Prime Minister said India does not want the involvement of foreign powers in South Asia and whatever the problems, the countries in the region should learn to talk to each other to solve the issues. He stoutly denied that United States has ever pressurised India on any matter and on the contrary President Obama has always expressed understanding the positions that New Delhi has taken from time to time. He also urged the opposition not to spread any disinformation on sensitive aspects of foreign policy.Turning to domestic issues specially, the burning problem of rising food inflation, the Prime Minister said that the government is doing everything possible to address the issue and is also willing to take all practical methods if they can bring further relief to the people. While outlying various steps taken to curb inflation Dr Manmohan Singh said that government will always be sensitive to the concerns of Aam Aadmi. He said that there is no need for any panic on food situation there are comfortable level of stocks.He said that Rabi prospects are encouraging and post-monsoon rains augur well for the country's ability to stabilize food prices at a reasonable level. Reminding the members that the agriculture sector has been growing at the rate of four per cent in the period between2005-08, the Prime Minister said that it was a severe drought which resulted in negative growth in 2009-10. He, however, said that because of the various steps taken by the government, the trend of declining investment has been reversed and the food production has grown by around six per cent every year from 2002-03 to 2008-09. He however admitted that a lot more needs to be done in this regard.Emphasising the need for high growth, Dr Singh said that growth is not an end itself, but is the means to provide relief to the suffering and find resources to spend on education, health and rural development and social security.He said the way the government has dealt with the impact of global meltdown and drought is being praised by the whole world. He also expressed confidence that the country will be able to return to the trajectory of nine per cent growth rate in the year 2011-12.On internal security, the Prime Minister said that the overall situation remained satisfactory last year. Many concrete steps were taken to strengthen and re-orient the security architecture to meet the threats of terrorism, insurgency and communalism. He said the government is taking firm action to curb naxalite violence. He regretted that the naxals are targeting innocent people, destroying infrastructure and even using children for their activities. In this context, he said that the government is ready to talks to any group that abjures violence unconditionally and agrees to abide by the due constitutional process.During his nearly hour-long reply, the Prime Minister also spoke in length the high priority being given for the welfare of the minorities saying that special programmes have been launched for their social, economic and educational developments.Referring to the black money stashed in foreign banks, he said Switzerland has been approached for negotiating the tax treaty and the matter is being pursued for finalizing a new protocol under which it will be possible to obtain information in specific cases. He also said 20 countries and jurisdictions have been prioritized for entering into agreements regarding exchange of information and assistance in collection of taxes.On Women's reservation bill, which will come up for discussion in the Rajya Sabha on Monday, the Prime Minister urged the members to support the bill as it would be the strongest affirmation of the country's commitment to the empowerment of women.Later, the house adopted through voice vote the Motion of Thanks after negating several amendments.
