India ,China stress on peace pending resolution of the boundary question

India and China have reaffirmed the need to maintain peace and tranquility on the border, pending a resolution of the boundary question. Prime Minister Dr Manmohan Singh, who met his Chinese counterpart Wen Jiabao last night in Thailand said they discussed all issues including the problems concerning common rivers, boundary issues and matters related to Tibetan spiritual leader, the Dalai Lama. Both the leaders agreed that the boundary question is a complex question. Addressing a press conference at Hua Hin in Thailand this afternoon, he said, both leaders also agreed that existing mechanisms for bilateral cooperation should be used to resolve all issues amicably in the spirit of strategic and cooperative partnership. On the issue of Dalai Lama's planned visit to Arunachal Pradesh next month, Dr Singh said, he explained to premier Wen that he is India's honoured guest and a religious leader. He told the Chinese side that India does not allow the Dalai Lama and the Tibetan refugees to indulge in political activities. In this regard, Dr Singh pointed out New Delhi's strong action against the refugees prior to Olympic games in China in August last year in the wake of reports of disruption.<br/>On the question of construction of Dam on the Brahmaputra river on the Chinese side, the Prime Minister said, he conveyed to Mr. Wen that cooperation in the area of trans border rivers is of mutual benefit. Premeir Wen said, Chinese side is already providing hydrological data to India during the flood season and added that relevant discussion on Trans-border river issue could be held through the Expert level mechanism that has been constituted. Dr Singh said, the foreign ministers of China and India will meet in a couple of days to discuss all the bilateral issues, including contentious ones. <br/>The Prime Minister said he was extremely satisfied with India ASEAN Summit and found strong supporters among ASEAN countries who want to strengthen their relations with India in all spheres including economic, human resources , political and security cooperation. He said India ASEAN have agreed to expedite trade agreement in services. As a follow up to this Agreement, India have agreed to expedite finalization of the agreements on trade, services and investment. In reply to a question, the Prime Minister said time is not ripe for withdrawal of stimulus packages given by the government to bail out the economy from the impact of global financial meltdown.<br/>Dr Singh reiterated that Naxalism is the biggest internal security challenge before India. He said, government is trying all sorts of measures to contain it besides strengthening Law and Order problem, socio-economic measures will also be taken to address the problems of alienation. On the question of West Bengal government's efforts to curb Maoism, Dr Singh said, during his recent meeting with Chief Minister Buddhadeb Bhattacharya, he underlined that both central and state governments have an obligation to take effective steps to control the menace.<br/>On the Kashmir issue, he said, the government has always maintained that all sections of political opinion, including the groups outside the main-stream in the state be engaged to find a practical solution through constructive dialogue. He said, after three rounds of meetings with Hurriat leaders, they promised to come back with specific suggestions and he is still waiting for them. Dr Singh will soon be visiting the state for inauguration of a rail project.<br/>On the issue of opposition demand to remove the IT Minister A Raja for the alleged telecom scam, he said, accusations and counter-accusations are part of democracy and that does not mean whatever the opposition says is right.<br/>On the commonwealth games he said, though there was some delay in some projects but he expressed the confidence that the Games will be conducted in a be-fitting manner.<br/>Earlier, addressing the 4th East Asia Summit at Hua Hin, Prime Minister said, Asia as a region can lead from the front for global economic recovery. He said, the world's eyes are on Asia as six of the Twenty members of the G-20 belong to the East Asia Summit.<br/>On the issue of climate change, Prime Minister said it is a major challenge facing the world and particularly for developing and fast growing economies in Asia. <br/>The Prime Minister has since left for New Delhi after participating in the India-ASEAN and East Asia Summits.<br/>In a statement issued at Hua Hin, the 10-block ASEAN leaders have said, India can play an important role in G-20 to raise the voice of developing countries in meeting the challenges of world economic crisis. The leaders said, India can coordinate efforts between developed and emerging economies to mitigate the negative impact of the current global financial crisis. The ASEAN Leaders also reaffirmed their commitments to cooperate in addressing trans boundary issues and global challenges such as terrorism, transnational crimes, especially in the areas of drug trafficking, food and energy security, natural disasters, new emerging infectious diseases and climate change.
