India & Afghan set to sign a pact focusing on Bilateral strategic Partnership

India and Afghanistan are expected to sign a document to strengthen the bilateral strategic partnership. The document will be signed after Afghan President Hamid Karzai holds comprehensive talks with the Prime Minister Dr. Manmohan Singh in New Delhi. The meeting assumes importance as Afghan official say, they have strong evidence that assasssination of former Afghan President Burhanuddin Rabbani was organised by Taliban at Quetta in Pakistan with the help of its intelligence agency ISI.

Mr. Karzai is reaching the national capital on a two day visit on Tuesday. Official sources said that the agreement is to build on the understanding reached between the two countries when the Prime Minister Dr. Manmohan Singh visited Kabul in May this year.

This Partnership document will also institutionalize regular dialogue at the level of the National Security Adviser. This dialogue is aimed to focus on bilateral cooperation in sensitive security aspects. Sources said, it will pave the way for further cementing political, economic and people-to-people relations between the two countries.

Several joint working groups are proposed to be set up to take the dialogue forward. Besides peace and security issues, the agreement will also institutionalize regular consultations on forging common positions at the UN and other international bodies.
