The central government has described as inappropriate and un-constitutional the UP government's decision to include 17 OBC communities in the Scheduled Castes list. Responding to the issue during Zero Hour in the Rajya Sabha today, Social Justice and Empowerment Minister Thawar Chand Gehlot said, it is the rights of Parliament to take such steps and there is a procedure for it.<br />''<br />''He said, if the UP government wants to include these OBC communities into SC category, it should follow the procedure and send the proposal to the Center. He said without following the constitutional provisions such decision will stick in the court.<br />''<br />''Earlier, BSP member Satish Chandra Mishra raised the issue terming it illegal and alleged that the state government has not followed the procedure. <br />''<br />''He also alleged that it is the betrayal to the people belonging to 17 OBC communities. Mr Mishra said these communities should be included in the SC list by following proper procedure.<br />''<br />
