In a major financial package to Africa, the Prime Minister Dr Manmohan Singh announced a fresh 5 billion dollars line of credit to Africa over the next three years to meet its development goals. Addressing the plenary session of the Second India Africa Summit at Addis Ababa in Ethiopia Tuesday morning, Dr Singh said an additional 700 million dollars will be offered to establish new institutions and training programmes in consultation with the African Union.Reaching out to Africa, the Prime Minister also announced a number of infrastructural projects and capacity building programmes to help the people in the region. He said India is to support the development of a new Ethio- Djibouti railway line at a cost of 300 million dollars. To give further impetus to the growing co-operation in the educational sector, Dr Manmohan singh said an India- Africa Virtual university will be set up and 10,000 scholarships will be available for African students.Prime Minister said two industrial clusters in food processing and textile will come up to ramp up the industrial sector in the region. Outlining the steps to be taken to provide training, Dr Singh said an India Africa institute of Agriculture and Rural development and an University for life and earth sciences besides institutes for English language, information technology, entrepreneurship development will come in the next few years. Seeking to provide better connectivity with Indian cities, Dr singh said India would be happy to increase the access of African airlines to cities in India in a significant manner in the next three years.To ensure peace and security in the region, India will contribute 2 million dollars for the African union’s mission in Somalia. Dwelling at length on the historic ties between the two continents, Dr Manmohan Singh said the summit gives an opportunity to charter new pathways, take stock of the global economic and political situation and review the progress made in the last three years.Inaugurating the summit, the President of of Equatorial Guinea Teodoro Obiang Nguema Mbasogo said India Africa need to collaborate to establish a new global order eradicating inequalities and imbalance in the world system. Stating that the summit was a milestone in the partnership, he said India could work closely with continent to maintain peace in the region and ensure that its voice is heard in the international arena.
