In Uttar Pradesh, the State Human Rights Commission has issued notices to the state government and different district officials seeking reply by 28th of this month on recent rape cases in different districts. The Commission has fixed June 30 as the next date of hearing. Our Lucknow correspondent reports that taking suo motu cognisance of rape cases in different districts in recent past the Commission has sought a reply from the chief secretary, principal secretary Home, director general of police, District Police Chiefs of Kannauj, Lalitpur, Firozabad and Gorakhpur asking them to submit a detailed report about the incidents of rape and action taken in each case. As many as four brutal cases of rapes have been reported in the state during the last 24 hours in which police initially did not take appropriate action. Referring incident of Kannauj in which accused has blinded a girl in their attempt to rape her officiating chairman of the Commission Justice Vishnu Sahai has said the beastly manner in which rape was committed; he makes no bones in observing that perpetrators of such offences need to be sternly dealt with. The Commission has observed that alarming increase in these incidents have resulted in violation of fundamental right to life. AIR correspondent reports that the state was rocked by reports of a series of sexual assaults on the fairer sex in the last 24 hours. As per information available a woman was gang-raped and burnt alive in Etah, a minor was raped and murdered in Gonda, a woman was critically injured resisting rape attempt in Farrukhabad, a 15-year-old was kidnapped and gang-raped in Firozabad, another girl was gang-raped in Kanpur, while a woman accused policemen of raping her. Meanwhile police has arrested one remaining accused into Kannauj case. Meanwhile, the Uttar Pradesh government announced today that the Code of Criminal Procedure for rape related crimes will be amended for effective prevention of violence against women. Talking to media persons at Lucknow today Chief Minister Mayawati said that it will be amended to complete trials of rape case in six months. She said, offences of assault to women will be made non-bailable to provide stringent punishment to the guilty. She said provision will be made that the accused in rape cases does not get bail till the time he is proved innocent. Ms. Mayawati announced that an Ordinance to this effect was being forwarded to the governor.
