<br/>Haryana Chief Minister Bhupinder Singh Hooda has blamed Punjab for releasing excess water which has caused floods in the state. He said that he had complained about it to the Punjab Chief Minister. <br/><br/>On other side, Deputy Chief Minister Punjab Sukhveer Singh Badal said that the Central Water Commission had delayed approval to Punjab Plan for channelizing seasonal rivulets Ghaggar, Tangri, Markanda, Takanshu and Pachhi Darra which over-flowed and caused devastation in the area.<br/>
