The Home Minister, Mr. P Chidambaram has said that for winning the hearts and minds of the people in Jammu and Kashmir, the Centre has to deliver on the promises it has made. Responding to the clarifications on his statement in both the houses of Parliament on the situation in the Valley, Mr. Chidambaram said that his ministry is working out to evolve a strategy to deliver its promise on Armed Forces Special Powers Act(AFSA). He informed the house that the number of security forces in the valley was reduced as the situation improved. He said except for Amarnath controversy in 2008, there was peace and tranquility in the border state. Giving the details of the Quiet dialogue initiated by the Centre with all shades of opinion, Mr. Chidambaram said that it contributed in bringing peace in the state but after one of the moderate separatist leaders, Fazal Haq Querashi was shot at, it got derailed and forces of destablization have taken the centre-stage. Joining the members of the house in appealing the people, particularly, the youth to exercise restrain, Mr. Chidambaram said in the immediate future, the prime duty is to restore normalcy in a bid to resume dialogue. He added that Pakistan has probably changed its strategy after effective measures were taken to prevent growing infiltration and acts of terrorism. Earlier, members, while seeking clarifications, urged the government to send an all party MPs delegation to the valley to restore confidence among the people. They also called for resuming the dialogue and work for restoration of autonomy to the state. The Leader of the Opposition, Mr. Arun Jaitley, however, called for strict action against those who take law into their hands and also made a forceful plea that no concession should be given to those people working against the interests of the country.Mr. Chidambaram said that the Prime Minister is likely to meet leaders of all parties from Jammu and Kashmir . He added he will also talk to all political parties in Delhi to firm up the strategy to deal with the present situation.
