Heavy fighting has erupted again in the centre of Libyan capital Tripoli around a hotel after a relatively quiet morning. There have been exchanges of machine gun fire between the rebels and forces loyal to Col. Gaddafi. Rebel forces are also concentrating their advance on the city of Sirte which is Col. Gaddafi's hometown located between Tripoli and the eastern city of Benghazi. A report from Tripoli says that although the capital is not yet completely secure, it has become a priority for forces opposed to Muammar Gaddafi to take his home city Sirte. The fight is likely to be fierce. Large amounts of opposition weaponry are heading for the city.In Tripoli, a ship has arrived to evacuate foreigners who want to leave. The capital is struggling to maintain power, petrol and water supplies. Hospitals are short of blood, medicines and doctors, many of whom have not returned to work. The Red Cross says both sides in the Libyan conflict have hundreds of detainees. A spokesman told the media the organisation had visited a few prisoners but it was unclear who was responsible for holding them. He said the Red Cross had warned all parties to the conflict to abide by the rules of war. South Africa has called for NATO to be investigated by the International Criminal Court, ICC,for possible human rights violations in Libya. Speaking in Parliament, Deputy President Kgalema Motlanthe asked whether the ICC would be able to find the relevant information. South Africa has already stalled American attempts at the United Nations to have one and a half billion dollars worth of confiscated Libyan assets released.
