In Libya, Muammar Gaddafi has urged his supporters to rise up and defeat the rebels trying to oust him from power. His speech came as gun battles between pro-Gaddafi forces and opposition fighters broke out in at least two areas of the capital Tripoli.Opposition fighters have been pouring into Tripoli to help combatants the remnants of pro-Gaddafi forces and are reportedly advancing towards the Libyan leader's hometown of Sirte. Mr. Gaddafi's whereabout are not known, but US officials believe, he is still in Libya. The United Nations diplomats say, the United States and South Africa have reached a deal to allow the release of 1.5 billion dollars of Libya's frozen assets for urgent humanitarian aid, including the purchase of fuel and provision of social services. The assets which were blocked by the UN sanctions will be released to the Transitional National Council, TNC, led by opponents of embattled Libyan leader, Muammar Gaddafi. However, South Africa said that although Pretoria does not reject to release the first five hundred million dollars, it does have concerns about the remaining one billion. South Africa has not yet recognised the TNC.
