The Allahabad High Court has issued notice to the state government asking to file its reply and status report within week on a PIL seeking CBI probe into alleged financial irregularities in the implementation of National Rural Health Mission in the state. A division bench of the court comprising Justices Pradeep Kant and Ritu Raj Awasthi has fixed July 25, as the next date of hearing into the case. AIR Lucknow correspondent reports that the court has summoned the entire action taken report of the state government. The report includes the progress of the investigations into the NRHM scam as well as the status of investigation into the murders of two CMOs Dr Vinod Kumar Arya and Dr Brahma Prasad Singh, as the same are inter-linked. The court asked the state police to explain as to why it proceeded to file charge sheet in the said scams and murders in haste, despite repeated objections of the judicial magistrate. The court observed that on one hand the state government sought time after time in the high court for filing response to the PIL and on the other hand, the police are obsessed to end the investigation without bringing it to a logical conclusion. The petitioner has alleged that the financial irregularities in the NRHM was the reason behind the murder of the two CMOs Dr. VK Arya and Dr. BP Singh and as senior state ministers and officials are involved in it, hence only a CBI probe can find out the culprits behind the scam and the murder of the CMOs. The government has contended on the PIL that it was based on newspaper reports, which had no legal value. The state counsel has also contended that the CBI was a crime investigating agency and irregularities in NRHM scam were not meant to be investigated by it. Meanwhile, a session’s court has postponed the hearing on bail plea of then CMO Dr AK Shukla till Wednesday. He was arrested in connection with NRHM scam on 12th of this month. The special additional chief judicial magistrate has also deferred hearing on charge sheet in NRHM scam till July 23 for the purpose of cognizance.
