BJP has said, it has both legitimacy and numbers to form governments in Goa and Manipur. On the other hand Congress termed the attempts as 'murder of democracy. <br/><br/>BJP spokesperson G.V.L. Narasimha Rao told a private television channel, the party have genuine numbers and allies who were part of BJP government in Goa.<br/><br/>In both states, the Congress emerged the single largest party in the just-concluded assembly elections. <br/><br/>In Goa, the governor has already invited BJP leader Manohar Parrikar to form the government. In Manipur, the process is expected to start, once incumbent Chief Minister Ibobi Singh steps out. <br/><br/>Congress spokesperson Priyanka Chaturvedi said, BJP should have been given the chance to form governments in these states, only if the single largest party refuses to do so.
