Bangladesh Prime Minister Sheikh Hasina has stressed on the need for formulating effective contingency plans and mechanisms to help migrant workers during complex emergencies like the situation in Libya.Inaugurating the ‘Fourth Ministerial Consultation of Asian Labour Sending Countries’ under the Colombo Process in Dhaka on Wednesday, Sheikh Hasina said that in Libya, migrant workers and other third country nationals were the first victims of the unrest as employers evacuated or shut down factories due to rising violence and this underlines the need to have effective contingency plans to deal with such complex emergencies. She also emphasized the need for combined efforts to help regulate and combat unethical recruitment process. In his statement at the Conference, Union Minister for Overseas Indian Affairs Vayalar Ravi outlined five key issues for regional co-operation to protect the interests of migrant labour which included formulation of a model contract, harmonizing instruments of legal entry for workers and co-operation on grievance redressal mechanisms.AIR correspondent reports, putting forward India’s views on issues being faced by migrant labour at the Dhaka Consultations, Union Minister For Overseas Indian Affairs Mr.Vayalar Ravi cautioned that the move by some countries in the Northern Hemisphere to raise barriers to mobility of human resources and skills across borders by adopting increasingly protectionist measures will hamper the global economy’s recovery. Mr. Vayalar Ravi stressed on the need to strengthen the mechanisms of coordination and cooperation with the Governments of the destination countries to ensure requisite social and economic protection for migrant labour. He said that the Government of India, in cooperation with Government of UAE, is initiating a web-based attestation of contracts to be made mandatory for all workers, especially women care-givers and workers in the unskilled category. He also emphasised the need for standardized model contracts to protect interests of the overseas employees.
