The Goods and Services Tax Bills will be taken up for discussion in the Rajya Sabha tomorrow. The four Bills related to Central GST, Integrated GST, GST Compensation and Union Territory GST were passed by the Lok Sabha last week. <br/><br/>The Central GST deals with taxation related to Centre, integrated GST deals in taxation of inter-state movement of goods and services while the Union Territory GST Bill covers taxation in Union Territories. The compensation law has been prepared to give a legislative backing to the Centre's promise to compensate the states for five years for any revenue loss arising out of GST implementation.<br/><br/>The GST will subsume central excise, service tax, VAT and other local levies to create a uniform market. <br/> <br/>In the Lok Sabha, Finance Minister Arun Jaitley will move the Taxation Laws (Amendment) Bill- 2017 for consideration and passing. The bill seeks to amend the Customs Act 1962, the Customs Tariff Act 1975, the Central Excise Act 1944 and to repeal certain enactments. <br/><br/>The Customs Act is proposed to be amended to include warehouse in the definition of customs area to ensure that an importer would not be required to pay the proposed integrated goods and services tax at the time of removal of goods from a customs station to a warehouse. The Bill also seeks to abolish certain cesses or surcharges which are levied or collected as duty of excise or service tax under various Acts.<br/><br/>Both the Houses of Parliament will assemble tomorrow after four days of break. During the week, Factories (Amendment) Bill, Admiralty (Jurisdiction and Settlement of Maritime Claims) Bill, among others will be take up for discussion in the Rajya Sabha. <br/><br/>In the Lok Sabha, National Bank for Agriculture and Rural Development (Amendment) Bill, Constitution (One hundred and Twenty Third Amendment) Bill, and National Commission for Backward Classes (Repeal) Bill are expected to be taken up for discussion.
