Revenue Secretary Hasmukh Adhia has said that Goods and Services Tax (GST) may have multiple rates on the lines of some European countries and a revenue neutral rate will not be possible initially. He, however, said that a final decision on this will be taken by the just-constituted GST Council comprising the Union finance minister and state finance ministers. Addressing a function organised by Gujarat Chamber of Commerce and Industry in Ahmedabad, he said the rate structure will be such that the overall burden of tax will come down in most commodities. Mr Adhia expressed optimism that the proposed tax regime will be effective next fiscal year and the GST software will be ready for testing by January 1. He said that the state finance ministers will meet on September 22 and 23 in New Delhi to discuss the pending issues on GST such as tax structure and exemption limits. Mr Adhia also said the exemption limit for GST is being raised to 25 lakh rupees from the 10 lakh rupees as proposed earlier.Meanwhile, Cabinet Secretary PK Sinha said that government is working hard to implement the GST from 1st of April next year. Mr Sinha was speaking at the Chief Secretaries' Conclave organised by PHDCCI in New Delhi.Terming the GST as a game changer, he said, the GST and other path breaking reforms will be implemented as promised by the government. GST is a single indirect tax regime which will subsume most of the central and state levies including VAT, Excise Duty, Service Tax, and Central Sales Tax.
