GST Council meeting headed by Jaitley underway in New Delhi

The 9th meeting of GST Council, headed by Finance Minister Arun Jaitley, is underway in New Delhi. The council will discuss the issue of jurisdiction over assesses as well as finalizing taxation of territorial waters. Mr Jaitley will look to break the deadlock over distribution of powers between centre and states to administer GST.<br/><br/>Last week, Mr Jaitley had hoped to resolve the pending issues to get the new indirect tax regime rolling from 1st of April this year. The council had in previous meeting agreed on most of the clauses of the draft Integrated Goods and Services Tax (IGST). However, the deadlock over the issue of dual control and high sea taxes remained inconclusive.<br/><br/>GST will subsume a host of indirect taxes levied by the centre and the states, including excise duty, value-added tax, service tax, entry tax, luxury tax and entertainment tax. Parliament had passed the landmark constitutional amendment in August last year and more than half of state legislatures ratified it by mid-September. GST would transform India into a single market, boost revenues through better compliance and simpler procedure.
