Kerala Chief Minister Oommen Chandy has said that his government is working on a new legislation that makes timely and quality service a right to general public. Addressing a meeting of Asian Development Bank representatives at Kovalam in Thiruvanathapuram, he said that the state is keen to use financial assistance from ADB for all round infrastructure development of the state.
