The Prime Minister Dr. Manmohan Singh today Said that the government is willing to talk to every person or group in Jammu and Kashmir which abjures violence, within the framework of the Constitution.Stating that unrest in Jammu and Kashmir over the last few weeks is a matter of concern , Dr. Singh said that there is a need to ensure better delivery of services and generate avenues for economic advancement of the people of the state.He also said that the youth of the Kashmir are the citizens of the country and their grievances have to be addressed. He was addressing the combined Armed Forces Commanders conference in New Delhi today.Without naming any country, the Prime Minister said that the toughest challenge lie in India's immediate neighbourhood. He said our growth ambitions cannot be realised unless peace and stability in South Asia is ensured.Describing Naxalism as a serious challenge to the country's internal security Dr. Manmohan Singh said that those who resort to violence will be dealt firmly and everything will be done to protect each and every cirizens. He said that this is the collective task involving both from the Centre and the state. He said that there is a need at the same time to speed up development efforts in the Naxal affected areas and make the administrative machinery more sensitive and responsive to local concerns.The Prime Minister said that as far as defence capability is concerned the country must be ahead of the technology curve and higher standards have to be set for the modernisation of the country's defence forces. He also said that border infrastructure is an integral part of the country's defence preparedness. He said that this also includes ensuring appropriate coastal security. He called on the Ministries and departments concerned to work in close coordination to ensure the timely implementation of existing plans saying that it is necessary to approach this task with a sense of urgency.Emphasising that no country can progress without ensuring its security and territorial integrity, the Prime Minister said that the Armed Forces deserve the best and government will make every effort to ensure this.
