Govt to strengthen laws; revamps administration to fight corruption

Prime Minister Dr. Manmohan Singh today said that his government is committed to face the challenge of corruption boldly as people expect swift and exemplary action. Conceding that there is little public tolerance now for the prevailing state of affairs on the issue of corruption, he said the government hopes to introduce Lok Pal Bill during the monsoon session of Parliament. A committee of Ministers and representatives of civil society are working on the bill. Dr. Singh said that the government's aim is to strengthen the legislative framework, revamp administrative practices and procedures and fast track a systemic response to fight corruption. Observing that two bills relating to judicial accountability and protection of whistle blowers have already been introduced in Parliament, Dr.Singh said that the government will soon ratify the United Nations Convention on CorruptionInaugurating the Civil Services day, he recalled his statement that corruption is an impediment to faster growth and hurts the poor the most. The Prime Minister said, he expected civil servants to be honest and fearless in advising the political leadership. Hoping to see renewed energy from each one of them in the fight against corruption, he said those in senior positions would do well to also encourage subordinate officers in this direction. The Prime Minister referred to instances of lack of moral courage and surrender to pressures and temptations by some civil servants, he said it has tarnished the image of civil services.Talking about the challenges to economic management , Dr. Singh called for making concerted efforts to enhance food security. The Prime Minister said that there is a need to re-fashion civil services as effective instruments for delivery of services and agents of improved governance. The Prime Minister also stressed on strengthening the local level governance through Panchayats and Municipalities with forcefully making a plea to decentralize the decision making and implementation of various schemes.Expressing serious concern over falling child sex ratio, he described it a national shame. Dr. Singh said despite laws and rules female foeticide and infanticide continue in many parts of the country and called upon civil servants to play a big role in launching a crusade against it.
