A legislation to set up special commercial courts is on anvil. It will be brought for the consideration of the Union cabinet in the coming meeting. This was disclosed by the Law minister M Veerappa Moily while talking to reporters in New Delhi at the conclusion of the two day national consultation with judiciary. <br/> <br/>The consultation was organised to chalk out strategy to reduce the backlog of cases in courts. Chief Justice of India Justice K G Balakrishnan had strongly advocated for setting up such courts in Delhi, Mumbai and Kolkata in the first instance. Mr Moily said a bill to rationalise court fees will be brought in the winter session of the Parliament.<br/> <br/>Mr Moily said a series of measures have been taken to reform the judicial process which include court management, cases and time managment and alternate dispute resolution mechanism.<br/> <br/>Earlier, addressing the valedictory session of the two day national consultation, Finance Minister Pranab Mukherjee stressed the importance of the rule of law for ensuring economic growth. He said only states that ensured smooth land acquisition and enforcement have attracted more foreign investment than states that have not. <br/> <br/>Noting that delays in courtroom had led to corruption, lack of investment and inflation, Mr Mukherjee said the delays are the main reason for judiciary eating up two per cent of the Gross Domestic Product of the country. <br/> <br/>The Finance Minister said the Home Ministry's budgetary allocation was increased by 25 per cent in 2009-10 budget as a result of the increase in the allocation for police and law enforcement agencies. He added that this amount could have been spent for development.<br/> <br/>AIR correspondent reports that the two day national consultation discussed in detail the roadmap to reduce backlog of cases with all stakeholders. Government has decided to ensure speedy delivery of justice by making the functioning of judiciary more transparent and giving it autonomy and dedicated funds.<br/><br/>
