The government is contemplating to set-up a National Social Security Fund. An initial corpus of 1,000 crore rupees are proposed to be earmarked for the fund to take care the interests of workers in the unorganised sector. Releasing the first year report card of UPA 11,the Prime Minister Dr. Manmohan Singh said that the government is committed to carry forward the pro-people policies and programmes and will also seek new frontiers and directions to strengthen the social and economic foundations.<br/> Describing the Right to Education Act a historic step, Prime Minister said his government will work in tandem with the states to make it a reality. The act provides for free education to all children till Class 8. Stating that a number of steps have been taken in the field of higher education. Dr. Manmohan Singh said that reforms will soon be introduced in medical education as well. Referring to higher education, the report card mentions the establishment of 16 central universities and six new Indian Institutes of Technology across the country as a major mile stone. The other achievements in this sector include establishing of over 19,000 primary and upper primary schools besides mid-day meal scheme, introduction of grading system in schools. Interest subsidy on education loans to poor students with parental income less than Rs.4.5 lakh per annum are the other prominent steps.
