The government today said it will bring new draft legislation by December this year to replace the existing Disability Act, 1995. Replying to a calling attention by Brinda Karat of CPI (M) and others in the Rajya Sabha on the issues affecting the disabilities people, Social justice Minister Mukul Wasnik said the government has set up a committee to look into all the issues affecting the differently abled people. He said the government is in constant touch with the Registrar general of India for the actual number of persons with disabilities and this will be reflected in the 2011 census. He also said procedures to get disabled certificates will be simplified and decentralised. The minister informed the House that only 35 per cent of the disabled people have got certificates till now. Mr Wasnik said in the 11th five year plan a scheme has been launched to give pension to persons with disability. He also informed the House that a special recruitment drive to clear the backlog of vacancies for the disabled citizens has already been launched by the department for personnel and training.
