Government says if ULFA comes forward with their proposal of talks, they will be treated with dignity. The Home Minister, Mr P Chidambaram said that a dialogue with the ULFA can start only after they make a political statement, that it is ready for a dialogue. Responding to supplementaries in the Rajya Sabha, the Home Minister, said so far they have not made any such statement. He reiterated the government’s commitment that laying down arms, abjuring violence and giving up the demand for sovereignty are essential for paving way to hold talks. Giving details about the arrest of the top ULFA leader, Arbinda Rajkhowa and two others in Meghalaya, the Home Minister said that BSF has apprehended them and later, they were arrested by Assam Police. He elaborated that the Assam Police has arrested them because there were some cases pending against them. Referring to the situation in Tripura, the Home Minisater almost dismissed any threat from any insurgent outfit. Mr Chidambaram said the level of violence has come down after a ceasefire agreement in Nagaland and the government is touch with both the NSCN groups. He expressed hope that both the groups will move towards holding talks with the government. Mr Chidambaram said the government is always willing to enter into a dialogue with any group that abjures violence and places its demand within the framework of the constitution and this policy has paid dividends in the North East. Replying to the main question, he said that the matter of closer cooperation on security issues including counter-terrorism and presence of Indian insurgent groups in the bordering countries is regularly being taken up with them. Mr Chidambaram said that these issues are being taken up in the institutional, official level talks with Bangladesh, Nepal, Bhutan and Myanmar.
