Government says, it is contemplating to reduce the strength of security forces in Jammu and Kashmir by 25 per cent as soon as possible depending on the ground situation. The Home Secretary G K Pillai said in New Delhi that deployment of security forces should be of minimum strength in populated areas and management by local police would be the ideal situation. He said, once peace prevails and people are comfortable, the forces can be gradually reduced and deployed only at the border to prevent infiltration.Mr Pillai said, India is planning to unilaterally issue six-month multiple entry permits for people of Pakistan-occupied-Kashmir (PoK) wanting to visit Jammu and Kashmir through the Line of Control (LoC). He said that India had suggested as part of the confidence building measures that people from Jammu and Kashmir and POK should be given, multilateral entry permits for six months, once their police verification is done. At present permits are issued for 15 days only.The Home Secretary said that discussions are on between the state government, unified command, army command and DGP to see which areas can be declared as non disturbed ones, where the Armed Forces Special Powers Act does not apply. He was speaking to reporters on the sidelines of a seminar on way forward on Jammu and Kashmir at Jamia Milia Islamia University in New Delhi. Replying to another question, Mr. Pillai said that the interlocutors on Jammu and Kashmir are expected to submit their report on political resolution of the problem by April end. On the problem of deployment of paramilitary fores in the states , Mr Pillai said these forces are not getting any rest as they are continuously called for deployments across the country. He said their their burden can only lessen after state governments fill their police vacancies which are running into lakhs. He said that once the sanctioned strength is filled up, there will not be a need to call central paramilitary forces so often.
