Govt panel recommends legal framework for protection of migrants' interests

A government appointed panel has recommended necessary legal and policy framework to protect the interests of the migrants in the country. It said, the migrant population makes substantial contribution to economic growth and their constitutional rights should be secured. <br/><br/>The working group on migration set by the Ministry of Housing and Urban Poverty Alleviation has submitted its report to the government today. <br/><br/>According to an official release, the group has recommended that the protocols of the registrar general of India should be amended to enable caste based enumeration of migrants so that they can avail the attendant benefits in the States to which migration takes place. <br/><br/>It has also recommended that migrants should be enabled to avail benefits of public distribution system (PDS) in the destination State by providing for inter-State operability of PDS. <br/><br/>The group also suggested use of underutilized construction workers welfare cess fund to promote rental housing and working Women Hostels for the benefit of migrants. The recent economic survey noted that annual migration in the country has increased from 33 lakh in 2011 to 90 lakh in 2016. <br/><br/>Urban development Minister Venkaiah Naidu has asked Ministry officials to send report to all concerned ministries and convene a meeting on further course of action.
